The project aims to enhance the efficiency of national climate change actions and the synergies with other related national actions, policies and measures, walking along a path to reach an integral, climate resilient and low-carbon development.  The project will strengthen national capacities, both institutional and technical, pursuing more efficient articulation to allow an enhanced enabling environment for transparency-related activities, as well as adopting or improving methodologies and tools to enhance transparency as requested in Article 13 of the Paris Agreement. Through this strengthening, Uruguay will be more efficient in the definition, development and implementation of policies and measures, based on more timely and accurate information, monitoring and assessment of the instruments applied to face climate change.  A gender- sensitive approach will be included in methodologies for assessing the adequacy, effectiveness and effects of adaptation actions and mitigation actions and policies effects.

I am Chemical Engineer and start working in climate change issues since 1994 in the Ministry of Housing, Land Planning and Environment of Uruguay.  I was involved in NGHGI elaboration since 1995 to 2005 in Uruguay, being in charge of the compilation activities and emissions estimations for Energy, Industrial Processes and Waste for the 1990, 1994, 1998 and 2000 time series. I also participated in NC elaboration in that period, leading sectoral interinstitutional and interdisciplinary working groups for the identification of mitigation and adaptation measures. I was lead author for the IPPU sector for the 2006 IPCC Guidelines and participated in two centralized reviews for NGHGI from Annex I countries organized by the UNFCCC Secretariat in 2004 and 2005 (Industrial Processes). From 2005 to 2017 I worked as the Programme Assistant in the GEF/UNDP Small Grants Programme in Uruguay. In july 2017 I was commited as a National Consultant for the Climate Change Division (Ministry of Housing, Land Planning and Environment) to elaborate the Uruguayan CBIT full project proposal to submitt to the GEF, with the support of UNDP CO and the UNDP GSP, which was approved last February. Nowadays I am working in the Climate Change Division, hired with the support of the  CBIT Uruguay project (Strenghthening institutional and technical capacities to enhance transparency in the framework of the Paris Agreement) on the MRV system design and implementation and on improving GHG emission estimations. This work is being coordinated with other relevant institutions through an ad-hoc working group in the ambit of the National Response System on Climate Change and variability. I am also focal point from Uruguay for the Latin American Network on NGHGI (Red Ingei).

Progress
The project has completed its implementation. All the expected results have been achieved, managing to strengthen the institutional and technical capacities of the SNRCC on transparency issues. Significant improvements were achieved in the estimation of Inventories. The main result is the design of a system for monitoring the objectives and measures of the first NDC of Uruguay.
