Progress
The project launching has taken place the 22 march, 2022. An inception workshop has been organised with the participation of implicated stackholders (ministries, agencies, private sector representatives, etc.) to present the project objectives, its results framework and to encourage all stackeholders to contribute to the establishment of an integrated transparency framework for the NDC.
The launching of project activities just started, since the focal point has been hired on the 1st of september, 2022.
Currently, the Direction of climate change is closely working with the focal point to elaborate the terms of reference and to launch various consultations.

Summary

By formalizing an ambitious NDC with an objective of reducing GHG emissions by 45% by 2030 compared to the BAU projection, Morocco is perfectly in line with the expected requirements of the Paris Agreement.
However, the implementation of the NDC requires a robust national MRV system in accordance with the Enhanced Transparency Framework of the Paris Agreement.

Even though Morocco has established its national inventory system, the sectoral contributors still face some difficulties in calculating GHG emissions. Otherwise, the tracking of mitigation and adaptation actions as well as support are newly introduced to NDC contributors that need enhaced capacities to ensure tracking of the NDC actions and support received and needed.

In this way, the developement of tools and building the associate capacities is still necessary. It should be noted that capacities related to NDC planning need also to be strenghted by proposing prospective methodologies and developping adequate tools.

Thereby, the commitment of stackholders depends on their technical capacities that need to be reinforced to enable them to ttake part and contribute to the NDC transparency framework implementation and translate it from a concept to a robust tool supporting the evolution of its climate commitments.
