Documento desarrollado en el marco del Proyecto: Fortalecimiento de la capacidad de República Dominicana para generar información y conocimiento climático en el marco del Acuerdo de Paris. Iniciativa de Creación de Capacidades para la Transparencia (CBIT).
En el siguiente documento se detallan las necesidades que tiene la República Dominicana en cuanto al fortalecimiento de capacidades para la acción climática. Para eso se realizó una revisión del estado del arte para cambio climático, tanto a nivel internacional como nacional. Posteriormente, se diseñó una encuesta para validar algunos temas y actualizar el estado de otros, como el nivel de relevancia que tiene cada uno de los contenidos formativos de cambio climático, según la opinión de actores clave tanto gubernamentales como no gubernamentales.
El presente informe contiene la relación de los documentos y guías didácticas más relevantes sobre el tema de transparencia climática y desarrollo de inventarios nacionales de Gases de Efecto Invernadero.
A partir de la revisión de reportes que contienen análisis de necesidades de contenidos formativos para República Dominicana, se elaboró un Programa de Capacitación a corto y mediano plazo, con el fin de fortalecer las capacidades del país en temas de transparencia climática.
El presente documento propone 3 programas de formación en la modalidad de Diplomado, para el periodo enmarcado entre septiembre del 2021 y agosto del 2023. Para esto, se propone el desarrollo para el primer y segundo año del proyecto del mismo programa de formación, dirigido en un primer momento a la Academia y en un segundo período a los actores del sector gubernamental que tienen incidencia en los temas relativos al cambio climático.
En el siguiente documento se describen los detalles del taller sobre “Transversalización de género para una mejor transparencia climática”, actividad llevada a cabo para resaltar la importancia, las oportunidades y los desafíos de incorporar el enfoque de género en las acciones de mitigación de los sectores AFOLU y Energía (subsector transporte terrestre), a fin de desarrollar y fortalecer las capacidades para generar información con la amplitud, periodicidad, pertinencia y exactitud necesaria para preparar los reportes climáticos y las futuras Contribuciones Nacionalmente Determinadas (NDC).

The ICAT project will support a participatory process to develop a proposal for a legal framework that mandates the establishment of a national transparency system.
This framework will govern the national transparency system by enforcing data collection, data management, and institutional arrangements for collecting, reporting, and verifying climate data at national level.
