Purpose: To prepare a Study on nature-based climate solutions in the Republic of Serbia, which includes, at least:
1. Impacts and risks of climate change and associated mitigation/adaptation measures
2. Examples of nature-based climate solutions on global and national and local level
3. Recommendations on better inclusion of nature-based climate solutions in the Republic of Serbia with cost-benefit analyses
Purpose: To prepare revision of Nationally Determined Contributions (NDCs) related to climate change adaptation (CCA) for the Republic of Serbia.
Objective: To assist UNDP in the implementation of project activities related to the Climate Change Portfolio.
Purpose: The UNDP is soliciting proposals from a legal entity to develop Local Action Plans on Climate Change Adaptation and Resilience for local self-governments in Serbia.

This initial study is aiming to provide better understanding of how much government spends on climate change, assess the visibility of climate change financing in the budgets and provide directions on how to enable better tracking of the climate change related spending to contribute to increased performance of climate change policy agenda.

For the purpose of the preparation of the Report, analysis of information provided by the Ministry of Environmental Protection, UNDP and other publically available information and data was conducted.

The Republic of Serbia is a Party to the United Nations Framework Convention on Climate Change (UNFCCC) since 2001 and to the Paris Agreement since 2017. In 2015, the Government of the Republic of Serbia submitted its Intended National Determined Contributions (INDCs), anticipating a 9.8% GHG emissions reduction by 2030 compared to base year emissions (1990). The first NDC also refers to losses and damages associated with extreme weather events and indicates the need to adapt to climate change.
The focus was on proposing a governance structure that would link those system and enable the easy input and output of existing data. While we have provided for detailed institutional arrangements of all key institutions, it was outside the scope of this project to resolve issues such as the legal basis for delivery of data, lack of communication and/or coordination between the institutions, or to provide legislative proposals to deal with these issues.
Robust, efficient and purposeful MRV reporting system that fulfils the Paris Agreement transparency requirements and ensures the basis for EU reporting
Based on the outcomes of deliverable 3 - Proposal of MRV Conceptual framework - the MRV IT Tool will provide support and flexibility for users to structure and manage its contents. The system will support the linking of a range of different thematic data types, including but not exclusively:
To collect and merge information on climate mitigation projections and scenarios
Thus, the Project has proposed a governance structure of the MRV system consisting of six reporting modules – GHG Inventory, Policies and Measures, Projections and Scenarios, Adaptation to climate change, Climate Finance and NDC. These will be used through a web-based IT platform to present information and generate reporting templates, facilitating data flow between the stakeholders and providing reliable climate change information to the public.
