My name is Arthur R.M. Becker. I am a Liberian and work within the Department of Multilateral Environmental Agreements( MEAs) as Project Officer, and National Focal Point for the Capacity Building Initiative for Transparency(CBIT) at the Environmental Protection Agency of Liberia. I have worked and continue to work on Climate Change issues at the National and International front as a technician and Climate Change negotiator. I am also the National Focal Point for the Global Fuel Economy Initiative(GFEI) on Sustainable Transport emission levels and provide technical support to the revision and implementation of Liberia's Nationally Determined Contributions(NDCs).

This communication strategy is a plan for communicating climate change targeting specifically commitments of the Paris Agreement through the implementation and coordination of the NDC Hubs by the Capacity Building Initiative for Transparency. The goal is to increase awareness and communicate the successes about efforts toward achieving the transparency elements of the UNFCC. It will promote policy implementation,
coordination and information sharing while generating dialogue among all Liberians at the national, sectoral, and community levels.
The manual provides climate change trainers and learners with a wealth of knowledge, and a process to assess, analyse, and plan for focused climate change emissions reduction initiatives across the country. The manual is sectioned into three training modules, setting a common understanding around climate change concepts, vocabulary and the greenhouse gas effects, then moving to more integrated knowledge regarding national determined contributions and the United Nations Framework Convention on Climate Change (UNFCCC) processes.
This training and capacity needs assessment was conducted in August 2019 as part of a consultancy for building and strengthening Liberia’s national capacity to implement the transparency element of the Paris climate agreement, under the auspices of Conservation International. It covers five institutions, known as hubs, from the transport, waste, energy, agriculture and forestry sectors. These hubs are the Ministries of Transport, Mines and Energy, and Agriculture; the Forestry Development Authority and the Monrovia City Corporation.
