Capacity-building for establishing an Integrated and Enhanced Transparency Framework for climate actions and support measures

To enable domestic policy planners following the enhanced transparency framework guidelines prescribed by the Paris Agreement through an efficient coordination mechanism between relevant stakeholders
The nodal ministry (MoEFCC) would be better equipped to lead, plan, coordinate, implement, monitor and evaluate policies, strategies, and programmes to enhance transparency, including communications with states and expert agencies in an effective manner
Bringing all stakeholder together through a web-based National Institutional Coordination System (NICS) to enhance efficiency and transparency with climate reporting
Ability to report GHG emission inventories as per IPCC 2006 guidelines (or latest applicable)
Information to facilitate clarity, transparency, and understanding of NDCs associated with climate actions
State focal points submitting information through NICS
Developing capacity retention mechanisms
Dissemination of relevant information on GHG inventories and NDC progress through the National Climate Registry (NCR)
Enhanced capacity to mobilise climate finance
Knowledge management and project-related learnings
Ministry of Environment, Forest and Climate Change
Prime Ministers' Council on Climate Change
State Action Plan in Climate Change Focal Points
Ministry of Coal
Ministry of Petroleum and Natural Gas
Sectoral focal points from ministry and public departments
Acadeic and research centres
Laboratories of the Council for Scientific and Industrial Research
National Institution for Transforming India
Quality Council of India
National Informatics Centre
Non-governmental organizations
Industry and industry associations
Local and indigenous community
The National Institutional Coordination Mechanism (NICS) would serve as a coordination medium between data providers, data aggregators, and the policy planners. It will also act as a back-end archiving system maintaining disaggregated wealth of country level information.
Provision of training at the sectoral and state level will ensure that a cadre of trained experts will manage the knowledge sharing process and sustain this in the future as well.
Lead experts will come up with meaningful insights from the shared information, including learnings from several initiatives and associated evaluation.
The National Climate Registry (NCR) will demonstrate complete transparency by placing relevant information in the public domain for further scrutiny and use by civil society organisations.
The entire process will be based on a consultative approach to minimise any oversights.
